Methodology · Stage 03

Operational deployment

Translating strategy into organisation, message and coordinated action in the field, in the media and in the digital space.

Who it is for

Campaign leadership, regional coordinators, communication and mobilisation teams.

When

From adoption of the strategic plan, for the entire duration of the campaign.

Key deliverables

Operational plan, backward schedule, protocols, steering tools and training arrangements.

Stakes

The test of reality

Between a validated strategy and its application in the field lies a space where many campaigns lose their way: misunderstood instructions, insufficiently trained teams, poor coordination between headquarters and the regions, logistical delays, messages distorted as they are passed on.

The sociology of organisations shows that execution depends less on the quality of the plan than on clear roles, smooth information flows and ownership of objectives by those who act. Deployment therefore draws on project management, mobilisation engineering and event engineering: every rally, tour or field operation is designed as an operation, with its objectives, logistics, safety and impact measurement.

Our role is to equip and support teams so that strategy is faithfully reflected in every action.

What this stage covers

What deployment covers

The operational workstreams that give substance to the strategy.

01

Organisation

Structuring teams, roles and coordination circuits.

02

Training

Building the skills of managers, volunteers, agents and spokespeople.

03

Communication

Rolling out the message across media, digital and the field.

04

Community mobilisation

Door-to-door, phone contact and meetings with citizens.

05

Events

Designing and safely running meetings, tours and rallies.

06

Steering

Dashboards, coordination routines and management of contingencies.

Our approach

From plan to action

Progressive implementation, tracked and adjusted continuously.

01

Operational plan

Breaking the strategy down into actions, owners and deadlines.

02

Capacity building

Organisation, tools and team training.

03

Execution

Coordinated delivery of actions across all channels.

04

Steering

Tracking indicators and dealing quickly with deviations.

Methods and tools

Explicit, verifiable methods

Every tool we use is documented: its sources, assumptions and limitations are known to our clients.

Backward schedule

Planning back from polling day, incorporating statutory deadlines and key moments.

Responsibility matrix

Clarifying who decides, who executes, who is consulted and who is informed.

Event specifications

Reference documents ensuring the quality and safety of every event.

Operational dashboards

Progress indicators shared between headquarters and the regions.

Tracking indicators

Measuring honestly

Every indicator is labelled by status — target, calculated estimate or measured result — in line with our principles of rigour

IndicatorWhat it showsStatus
Actions deliveredThe share of planned actions actually carried out.Measured result
Operational milestonesThe intermediate deadlines the campaign sets itself.Target
Teams trainedThe number of members who have completed planned training.Measured result
Remaining workloadThe effort needed to reach objectives.Calculated estimate
Safeguards

Exemplary execution

A campaign’s credibility is decided in the field; principles apply there without exception.

Lawful actions

Every action complies with the legal framework: permits, calendar, financing.

Personal safety

Participants, volunteers and citizens are protected in every operation.

No pressure

We refuse any mobilisation obtained through coercion or inducements.

Faithful to the message

Commitments made in the field are those of the validated platform.

Strategy is decided at the top; it is won or lost on the ground.

Typical situations

In what contexts do we work?

Illustrative situations: they do not describe actual engagements.

A campaign launch

An organisation must move quickly from planning to action across the whole territory.

A headquarters/field gap

National instructions are poorly applied locally and reporting is patchy.

Stepping up

A campaign must multiply its actions in the final weeks without losing quality.

FAQ

Frequently asked questions

We support teams, design tools and take part in steering. Field actions are carried out by the campaign’s own teams.

Through simple materials, training relays and regular checks on the consistency of public statements.

The steering arrangement allows rapid decisions; the evaluation stage can be brought forward to review the strategy.
